Within the Swiss PRO Programme, seven regional trainings on the topic "Implementation of the Participative Budgeting Process" were organised by the Standing Conference of Towns and Municipalities (SCTM) in the period from 2 to 26 October 2018.
Taking into consideration the legal obligations regarding citizen participation in the budget adoption process in local self-governments, the participants were familiarised with the proposals for normative organization and the implementation of this process, as well as examples of the recommended practice.
The representatives of towns and municipalities were informed on the legislation framework and citizen participation tools, mechanisms for citizen inclusion in the processes of producing the public investments plan and budget, methods of preparing and implementing a public debate and public hearing, processing results of public debate and presentation of results, as well as proposals for improving budget transparency.
This activity is organised by SCTM within the “Enhancing Good Governance at Local Level” project, supported by the Swiss Government through the programme “Enhancing Good Governance and Social Inclusion for Municipal Development – Swiss PRO” implemented by the United Nations Office for Project Services (UNOPS).
