Four two-day webinars on information of public importance and web presentations of local self-governments held

Under the Swiss PRO Programme, the Standing Conference of Towns and Municipalities (SCTM) organised four two-day online trainings (webinars) for employees in local self-government units (LSGs) on “Access to Information of Public Importance and LSGs’ Web Presentations” in the period from 20 May to 18 June 2021.

These webinars were attended by 151 representatives from 80 LSGs, 125 of whom were eligible to receive the official certificate of the National Academy of Public Administration (NAPA) and SCTM.

The aim of the first day of training on the access to information of public importance, led by accredited lecturer Slavoljupka Pavlović, Assistant Secretary General of the Office of the Commissioner for Information of Public Importance and Personal Data Protection - focused on:

  • training the participants to understand the concept, manner and procedure of exercising rights under the Law on Free Access to Information of Public Importance;
  • measures and obligations of public authorities to improve openness and accountability;
  • the operations factsheet and annual report to the Commissioner;
  • liability for violation of rights and failing to implement legal obligations;
  • conditions for restricting and eliminating the right to access information.

The first day of training of LSG representatives was delivered in accordance with the accredited programme under the Sectoral Programme of Continuing Professional Development of Employees in Local Self-Government Units for 2021, which is part of the General Training Programme for Employees in Local Self-Government Units for 2021, adopted by the Government Of Serbia.

As no test is planned for this training, participants who successfully attended the accredited training programme will receive an official certificate of participation in the programme from NAPA and SCTM. 

The second day of the training on LSG web presentations, led by expert Mirjana Stanković - was planned for:

  • practical aspects starting with the basic ones on the form, structure and content of a LSG web presentation;
  • legal framework for developing and maintaining a web presentation;
  • institutional support, organisational conditions and human resources capacity;
  • organisation, procedures and focus on results;
  • the purpose and importance of a LSG website in the context of good governance and in relation to the existing portals and e-government one-stop shops.

The second day of the training is not planned in the Sectoral Program, but it enabled learning in more detail about all the important aspects of the functioning of the LSG web presentations, which were identified as necessary given the numerous activities to harmonise the LSG web presentations with the current regulations.

The webinars have been delivered within the project "Enhancing Good Governance at the Local Level” which is being implemented under the “Enhancing Good Governance and Social Inclusion for Municipal Development – Swiss PRO” Programme, supported by the Government of Switzerland in cooperation with the Government of Serbia, and implemented by the United Nations Office for Project Services (UNOPS) in partnership with the Standing Conference of Towns and Municipalities (SCTM).
