Workshops on the exchange of experience in the field of administrative efficiency and effectiveness at the local level held

Within the Swiss PRO Programme, the Standing Conference of Towns and Municipalities (SCTM) organized two two-day workshops "Exchange of experiences in the field of administrative efficiency and effectiveness at the local level" on 12 and 13 December in Belgrade and 24 and 25 December 2019 in Niš.

These workshops aimed to present the key results of the SCTM which have been achieved since December 2018 through a themed support package in 19 local self-government units (LSGs) and exchange of experiences between interested representatives of LSGs in the field of administrative efficiency and effectiveness. Special attention was paid to:

  • Harmonization of legal practice,
  • One-Stop-Shop, and
  • Mechanisms for two-way communication with citizens

Predrag Branković, Head of ICT Services of the Vranje City Administration, in a presentation dedicated to examples of good practice, presented an internal web portal designed to harmonize legal practice and exchange knowledge and information among employees in local self-government, as well as plans for improvement and expansion of this platform, both in terms of the content of the portal itself, and in terms of its use by employees from the administrations of other towns and municipalities.

A good practice example of established one-stop-shops was presented by Dragana Milosavljević, Head of the Department for Children and Social Welfare, and Mladen Kuzmanović, Head of the General Administration Department of the Šabac City Administration, regarding simultaneous submission of applications for allowance for someone else's care and assistance and those for child allowance, for cash social benefits and for reimbursement of the costs of staying in a preschool institution for children whose parents are receiving cash benefits, as well as the application for receiving data on change of ownership for real estate, public utility companies, among other things.

The workshops were attended by 55 representatives of 31 towns, municipalities and city municipality administrations.

The workshops were organized within the Project "Enhancing Good Governance at the Local Level", which is carried out through the Programme "Enhancing Good Governance and Social Inclusion for Municipal Development – Swiss PRO", implemented by the United Nations Office for Project Services (UNOPS) in partnership with the SCTM.
