The first national annual award for the selection of best practices in the application of the good governance principle at the local level was established in 2018 on the initiative of the MPALSG and Standing Conference of Towns and Municipalities (SCTAM), with support of the Programme Enhancing Good Governance and Social Inclusion for Municipal Development – Swiss PRO, implemented by the United Nations Office for Project Services (UNOPS). The Call has been published for four years in a row by the Ministry, making this annual award a long-term measure of the Government of Serbia, encouraging and strengthening local self-governments to keep working continuously on increasing the quality of services provided by the public sector to the citizens and the business sector.
The annual award for best practice is awarded in four areas:
The funds are to be awarded to the winners by the MPALSG in the amount of 9.2 million RSD. The winners in each of the four areas will have access to a financial reward in the amount of 2.3 million RSD.
In addition to the funds from the Ministry, and with the aim to strengthen the support to development and the implementation of the good governance principle in local self-government operations, the winners will be awarded additional computer equipment (three desktop computers and three fast scanners), awarded by SCATM out of the Swiss PRO Programme budget. Local self-governments do not apply according to a special procedure for additional funds, but submit a uniform application justified in the application form, according to the criteria in the Public Call.
The applications for the annual award for the best municipal/town administration are submitted only electronically, to the e-mail address: godisnja.nagrada@mduls.gov.rs, using an appropriate application form downloaded from the MPALSG website, with an official Notice for local self-governments applying for the annual award also available for download.
Received applications will be evaluated based on pre-defined criteria by a committee composed of the representatives of the Ministry, SCATM and the Swiss PRO Programme. After the evaluation, the committee will draft a decision on the annual award for each of the said areas, and submit it to the minister in charge of local self-government affairs, who makes the decision.
The Ministry will enter into agreements with the awarded local self-government units on the use of annual award funds and transfer the approved amount. Also, the SCATM will sign special donation agreements with the winners for the computer equipment awarded from the Swiss PRO Programme budget.
