Public Call to Local Self-Governments for Participation in Citizen Satisfaction Survey

Do you know if the citizens are satisfied with the services provided by the local self-governments in Serbia? Do you need a useful tool, helping the citizens to express their opinion, while supporting the towns and municipalities to get the insight in their own achievements and to identify the possibilities to upgrade the provision of services to the citizens?

Local self-government units now can to express their interest in participating in the citizen satisfaction survey implemented by CeSID within the Swiss Government Programme Enhancing Good Governance and Social Inclusion for Municipal Development – Swiss PRO, implemented by the United Nations Office for Project Services (UNOPS).

Through participating in the survey implementation you will have the opportunity to get the insight into:

  • Perception of the citizens from your LSGU about the quality of life in your municipality/town;
  • Level of trust that the citizens of your LSGU have in local institutions;
  • Level of citizen satisfaction in your local self-government regarding the work of the local self-government bodies;
  • Overview of the situation in your local self-government unit compared to the other ones;
  • Citizens’ perception about the elements that need to be improved or changed within your local self-government especially in the area of public service provision, and
  • More extensive knowledge on the significance and effects of conducting the public opinion survey in your LSGU i.e. on the types of survey, instrument creation and data interpretation.

How to apply?

The applicant must fulfil the following basic criteria:

  1. To be among 99 towns and municipalities[1] eligible to apply for the Swiss PRO Programme support
  2. The applicant must submit the official written document – Letter of Intent- confirming one’s readiness to participate in the Citizen Satisfaction Survey and further provision of technical support by the Swiss PRO Programme without incurring any additional financial cost for the applicant.

All the LSGUs that meet the criteria for participation must submit within the due deadline the following:

  • Letter of Intent to participate in programme activity - filled out, signed and stamped.

Letter of Intent may be downloaded from the Swiss PRO Programme website http://www.swisspro.org.rs/konkursi/javni-pozivi and/ or CeSID website www.cesid.rs

Filled out, signed and stamped Letter of Intent must be submitted by midnight, 8 February 2019, titled “Public Call for Participation in the Citizen Satisfaction Survey” in one of the following ways:

All requests for possible clarifications and additional information about the Programme, survey or any other topic related to the survey should be submitted no later than 1 February 2019 to the e-mail address emilija.orestijevic@cesid.rs.

Selection of LSGs

Selection will be done based on the criteria stated below in order to provide the full representation of the LSGUs to be found in the sample:

  • socio-economic status (development level);
  • geographical position (statistical regions);
  • demographic indicators and trends; 
  • type of local self-government unit (town/municipality);
  • number of LSGU employees per capita and
  • unemployment rate

In cooperation with the Programme, CeSID will select up to 50 local self-government units in which to conduct the citizen satisfaction survey.
